Yes and it can handle this configuration since i5-6400 consumes very less power and there is no provision for overclocking. Another thing, when I posted this deal last time for a new one, one member has purchased it and confirmed that it has a standard ATX PSU. So you can easily upgrade it with a powerful one.
How is that relevant when all of the affected systems are laptops?

Which is more than enough. Unfortunately it does not say if it has both slots full of 4GB or just 1 8GB stick. Hopefully its just the one for an easy upgrade.

If you trust this seller, this is a pretty sweet deal. Dont think you could make a budget gaming system close to this price with these specs. Also having M.2 slots is nice. 128GB SSD is kinda small, but if you limit to using it as just your OS/boot drive and 1 or 2 games, you are fine. You can load the rest on the 1TB drive. There is really nothing you would need to do to this system for at least a year. Maybe then upgrade to 16GB of RAM.

Dell/HP/Lenovo always use the smallest DIMMs and fill all the channels
