Carfax report on ebay. How do they allow this?

I randomly searched "Carfax" on ebay and found a few people offering carfax reports for $8.. They have 100+ positive feedback.. How is this allowed?

That's crazy & I have no idea why idiots pay that much. I only charge $5 for them on ebay.
