Exclusions list master and visa variable load cards. Are those just ones that have an up to value of your choosing or am I missing something else?

that's correct. its the cards that are like $20-$500 vs just $100 or $50

np! not sure if anyone can confirm this, but the non variable load the gift cards always get the same amount of fuel points and are eligible for bonuses just like other gift cards. I usually only get in on this deal when there is a coupon for no activation fees on those non variable load gift cards.

couldn't find a way to use these points,
no Kroger gas station in SoCal, only takes 20c off per Gallon at Shell
so my thousands of points just expired...

Activation fee kills the deal unless you are there shopping anyway, But then again most of the time you already have points from doing the surveys and 2x for grocery shopping that you are close to the monthly point limit.
