More quiet than the loud talker in the next cube.
If you share a workspace with people, you need to look into brown (closest to a quiet blue) or red switched - the blues are too "clacky" (but I love them personally).
Blue switches are clicky keys - They click at actuation, not at bottoming out. Not sure on Outemu (is it different on them?), but on Cherry Blues you get the click as the letter types, so avoiding it isn't possible. If you want silence and light press, go red. Clicky, go blue.

How bad is the noise on these? I believe blue are the loud ones but will everyone in my office hate me or is it not that bad?

The loud part is actually from your keycap bottoming out plastic on plastic. If you can learn to glide/touch type then the noise from the actual switch is much lower.

In the interim you can get o-rings to dampen the bottoming-out noise

I have o-rings on mine and they are quite a bit less annoying now.
