Now Plex wants to sell user data per the recent privacy policy changes, so these free trials will be frequent to grab new users to fill up users it's going to lose.

I signed up using the code, and it charged me $4.99. It also has my next billing date listed in September. I've contacted support to see what's going on.

Update: They cancelled my account, refunded the charge. I've signed up again, and now the discount is properly applied.

Probably just an authorization charge that doesn't get closed out.
Is it just in your pending transactions?
Bet they check that you are good for the $4.99/month fee and you didn't give them a bogus credit card that can't be charged to it or prepaid card with $0 balance.

During this trial, if you download the plex apps and activate the in-app purchases (like streaming playback) will they de-activate if you let your subscription lapse?

Yes, if your subscription lapses, you will no longer have access to PlexPass bonuses, such as free applications.
