To use the KFC code, add an item costing at least $5 to your bag and then hit "apply code" on the checkout page. That should then add the free 3pc tenders box to your cart automatically. However, the code does not work at all locations. If it says "Promo not applied" try again at another location.

Edit: At its most expensive a la carte 8 piece tenders are $20.99 in my area. 16 piece tenders are $35.99 (basically, if you buy them in bulk, they cost less). So each tender is anywhere from whatever $35.99/16 to $2.49 for one. Then they throw in fries as well. So, confirmed. The value is much more than $5.
