DON'T WASTE YOUR POINTS: Do not use points to pay for all of your order. AmEx points are worth only 0.7 cents on Amazon, but they're worth 1 cent for things like travel. If you pay all $25+tax with AmEx, you are using ~$38 worth of points. You should only use 1 point and charge the rest to your AmEx.
$0.01 (1 point) is enough to trigger the offer.
There are a couple tricks to get this to work if it says you are not eligible for the offer.

2) Click Next, asks to connect to WiFi
3) Use Mobile Hotspot to connect for WiFi connection
4) Enters into "Checking for updates". Immediately toggle off the hotspot
5) Click continue
6)Check Software version.
Go to Setting --> Device Options ---> System Updates --> Should have 5.4.0.0
7)Enable Developer options
Go to Setting --> Device Options
Tap Serial NUmber 5 times . This enables Developer options
8) Enable ADB
Go to Developer Options ---> Debugging ---> Enable ADB.
Starting from Step9, you do need PC/Windows laptop
9) Need to download Kindle Drivers for Windows, in case if you don't have
(Download 152 MB version)

I got the same message but tried the code anyway and got it to work. Kids HD 8 for $100 after lovely California fee and tax. Will replace an aging Asus 7 that did him justice for 2 years.
