Looks like a nice card. Interesting that some people say very loud fans, others - very silent fans. Looks solid anyway.
I am in the market for one, what I have learned so far is there are two versions of this card (maybe slight difference in the number), one with single fan, other with dual fans. The single fan version is reported to be louder compared to the dual fan version.
From price perspective, this is attractive, Best Buy has this for a BF deal @130, so @135 no waiting and uncertainty of BF deal is better.

Where did you see bb having this card? The blackfriday deal page has the pny card?
BestBuy will have $129.99 PNY - it's a fine card with quiet fans, but it needs a 6-pin connector.
Newegg has Zotac with a heavier cooler with heatpipes, no extra power needed. Plus I can use some cashback on Newegg and for most people no taxes.
A good price for a nice 1050 Ti, but I don't see much value here. For $55 (or more) less you can get a RX 560R 4GB or for $55 (or less) more you can get a GTX 1060 3GB.
