Check out this company selling surveillance HDD. You can also submit an offer.
This is fairly typical from more traditional security camera system vendors as many people do not like the size of the HDD which often is included in kits, and are very sensitive to pricing. ( "The 1TB HDD is too small.. " Company adds 4TB HDD, then get "Oh, the price is too high now... " )
Easier to just let the customer get the HDD they want.
