I used Priceline to book hotels frequently, especially their express deals, because let's face it, who doesn't love to save money. I have never had a problem with it until recently. For those of you who are not aware of Express Deals, it's a system where I book a mystery hotel for increased savings and once you lock into a hotel in their terms of service, it is non-cancelable and non-transferrable. I used the feature and there was an express deal that said save 78%, not up to 78%, just flat out save 78% with the price of the hotel being $63 per night, which should have put the hotel in the $280-$290 range. To my dismay, I ended up with a hotel room when I looked up the pictures on travelocity or some other travel website, the room didn't even have a flat screen TV. This is 2017, some motels probably even have flat screen TVs. This did not look like a hotel that would be $280 per night and did not translate into the 78% savings I saw on the screen. I then go back and try to re-book the same express deal to see what happened. This time, under closer inspection, I noticed once I clicked on the express deal, on the next page, in the corner of the picture it changes to save 20%.

Of course I was upset by this finding, so I tried to cancel, but they wouldn't because of their terms of agreement or whatever. I scoured the internet and found an answer.
According to section 4, Category C, subsection 2C.
"We or the applicable hotel may, on an exception basis and at the request of the hotel guest, waive one or more of the restrictions after the hotel room has been booked. We may, in our discretion, impose additional obligations and/or fees in connection with any such waiver. You agree that if your booking is successful, priceline.com will confirm the reservation and charge the entire amount of the stay, including applicable Taxes and Fees (as described below) disclosed to you before booking, to your method of payment. The price listed is per night and does not include priceline.com's charge to you for Taxes and Fees."
Therefore, you call the hotel and ask them if they are ok with canceling it. More then likely they will be. At which point, you have Priceline call them and cancel it. It worked for me.
Of course you can just call your credit card to try and get a charge back, but there's hope for those people
TLDR: Priceline express deal says save 78% savings with cost of hotel being $63 per night. Click on said deal, changes to save 20%. Pissed off, found a way to cancel.
1) Call hotel you received from priceline
2) Ask them to cancel
3) If they agree, call priceline to inform them of this, and ask them to call to cancel. If they refuse, refer to above.
4) Enjoy your refund!

I booked a car rental for two weeks through different places on both Priceline then CarRentals. Place I just rented from wanted $500 to $1,000. Yeah, right! It's Christmas but that's insane.
I'd never chose a mystery car or hotel through a booking service like Priceline or Kayak. Pretty sure they save the good stuff for those willing to just ante up. Finally got it down to $219 for Enterprise or $248 for Budget. Not sure when to exercise my "free cancellation" because I'm after a specific car.

As a side note, the hotel gave me the run around at first saying they can't do anything since it is "a third party booking." I then called back and asked specifically, would they be okay with canceling it if Priceline called and asked. The lady sounded confused and even laughed saying "okay, I've never heard of that before." But I got her name, called Priceline, told them the hotel was okay with it. They put me on hold 3-4 minutes later full refund.
