Keep trying. If you have a VPN you may want to go that route. I logged into FL and it worked (I'm in CA).
I signed up for two cards yesterday. Keep in mind a few things such as you can't apply for more than one personal card in one day but you can apply for a personal + charge cards.
Also, they'll combine inquires for multiple cards, assuming neither go into pending and are instantly approved (denials don't count unless you're a new amex cardholder).
Also is a 5 card limit for Amex credit cards, business or personal. Note that charge cards don't count (like Platinum, Rewards Gold etc).

If you have any devises you've never logged into amex with try those.
VPN in my experience has been the easiest method (log into another state/server in the US).
In the past some have had success using a Chinese search engine and clicking through to amex (use chrome translation).
Even so, you may want to try it a dozen times before giving up.

I changed my VPN to Florida but the 10k offer still showed. I'm on mobile right now. Can you put the link in text so I can copy it and try that route?
