eBay bucks 8% in app 6% everywhere else. YMMV

Does anyone know what makes certain accounts qualify for these offers and not others? I have literally never gotten one of these 8% offers and I have been an eBay user for over a decade. Maybe it's time to make a new account...

You have to sign up for all the eBay SPAM to get these offers. I signed up and it took less than two weeks and i started getting them.

Ahh. So is that just the "General email promotions" and "Seller email promotions" in communication preferences, or do I need to choose all of them?
