Look for additional GC coupons, occasionally Kroger will offer $5 off of $50 or similar on specific GC's. You get points on the amount of the GC before coupon.
Find loadable GC's, for example: Netflix, Amazon, Chick-fil-A, maybe others can be loaded to your account, reducing the chance of losing or forgetting to use them.
Consider VC/MC even with the fee. $100 card has a $6 fee, @ 4x that's 400 points, which at max redemption (35 gal) = $14. Net with a high CB card like Amex is $106 - $14 - 6.36 (6% cb) = $85. It is a bit of a hassle to register and track the cards. We use them to pay monthly bills -- electricity, phone, etc. Most of those allow you to pick the exact amount to pay, which allow you to liquidate the card to the penny.
Redeeming -- my wife and I attempt to bleed down to low on each vehicle. Our combined tanks are roughly 36-37 gal. The red cans come in handy. We have a 2 gal. This is good if one car is getting close to empty. So we drive both cars to fill up at the same time without putting the pump back on the holster.
Don't forget the 50 points for Kroger surveys too.
Remember several CC's offer perks like price protection and Ext War, so consider that if you're planning on making a big purchase using the Kroger GC's.

The fuel program allows you to receive savings of up to $1 off per gallon on fuel purchases at Kroger Fuel Centers and 10¢ at participating Shell gas stations. You may redeem 100 fuel points at participating Shell gas stations for a 10¢ off per gallon savings, and you may redeem up to 1,000 fuel points in a single fill-up at Kroger Fuel Centers. For each increment of 100 fuel points redeemed at Kroger Fuel Centers, 10¢ off per gallon will be awarded. Program discount is good for one purchase of fuel, up to 35 gallons. Credit and debit card fraud prevention policies may limit transaction at the dispenser. Offer cannot be combined with any other discounts.
For example:

Shell gas stations fuel dispensers don't have scanning technology. To get the discount, either insert your large Kroger Plus Card or enter your number found on the back of your card or key fob. You can also enter your alternate ID. Remember, your alternate ID and/or phone number must be registered with Kroger in order for them to work properly.
Can I choose to use a portion of my fuel points at Shell gas stations?
No. At participating Shell gas stations you can only use 100 fuel points at a time.

I have always redeemed the full 1000 points ($1 per gallon) at Shell for 35 gallons. I just did it last week in Central OH. Not sure why others are saying you can only use 10 cents per gallon. I would suggest trying Shell when you have 200 points; maybe some areas are different.
