Just got this email from lowes. 10% off for all My Lowes members, and you can stack your 5% off if you have a lowes card for a total of 15% off, or add coupons (you can't mix coupons and 5% off lowes card discount however)

I was on my Lowe's app and it showed a discount for my Lowe's member for 10%, added a 10% coupon and it has the discount for both.

military has got 10% for a long time. Automatically applies if registered in mylowes
This is for people with lowes cc card instead of 5% off they automatically get 15%
during promotionall the above will not stack with coupons though

This deal happened last year too. You are able to stack the 10% off with the common Lowe's coupon codes. All you need is a Lowe's account, has nothing to do with the military discount.
