I think you mean a PS+ subscription, and yes it can, but only at full price. It would be a better deal if you bought that separately.

You can use this to pay for any digital goods they sell in the ps store, except probably other gift cards.

Yes you can pay for ps+ with this. Or buy games, or ps now, or ps vue, or dlcs or add ons
