Are these pretty simple to set up with SmartThings, or takes more of a techie to pull it off?

I have several of these around the house, they work great. Setup with smartthings is a bit involved, you have to use the web interface to add custom device handlers, but it works. The only thing that doesn't work is battery level reporting. Smartthings always shows 100% until the sensor just suddenly disconnects. So you have to manually check the status of these (and other Aqara sensors) periodically. If they're disconnected, try a new battery.

What exactly does one do with these and how do you set them up?

These are junk. Bought 8 over a year ago and setup with smartthings. One just didn't work, and every other month since another dies. Save your money.

How does one surveillance through a water sensor

Cause it gives access to your local network via the WiFi connection. As far as I know there's no evidence to the claim. Just paranoia, though who knows... at any rate, I put my WiFi smart devices on a guest network that I set up on my router. Allows internet access, but blocks access to my PC/phone and other networked computers.
