I'll just hook it up as PoE and used it with ethernet 100% of the time, I chose this over the wired one because of the 25X zoom vs 12X and the wired one wasn't much cheaper (I think it was $250 vs $270 for this one).
I think this is a clone of this one, even the physical dimensions match (except it doesnt' have the wifi):

Maybe amcrest hacked the wifi chip on there themselves? Seems odd to offer wifi on a PoE+ model

That's a sweet deal at $270
Very tempting.

This PTZ : It does not have a dome, so no need to worry about any plastic dome degraged.
Should last a long time in SoCal ( less rain ).

Are these like scams or just really poor quality or actual rebrands of quality OEM stuff?

Chinese vendors on ebay / ali / amazon are selling a lot of poorer quality products, and are often fraudulent in their description of such products.
DO NOT trust random Chinese vendors.
DO NOT trust the products they sell.
They will sell anything they can get away with - it's all about profit and very little about accountability. There is a serious high amount of deception and fraud out there by many vendors based in China. In the USA the worst typically get sued eventually, and we still have a lot of fraud here in the USA - just ask Wells Fargo customers about all those ghost accounts that got created.
Only purchase from vendors which have been recommended by those you trust.

Did you end up purchasing this camera?
I'll compare it to the Reolink since the wyze cams dont have the comparable features.
Daytime the video quality is pretty similar to the Reolinks, the Reolink cameras have higher resolution (~4K) vs 1080p so I find its better if you zoom into the image but the Amcrest has better color. The night time is amazing, easily 3X or better quality than the Reolink. You're basically paying extra for the night time performance. Although I think all PTZ cameras in general are $200 or more, even the Reolinks.
The camera is pretty big to mount, and it doesnt come with any screws so I had to go to Home Depot to get some ($2 for 4).
If you want good night time video, I think this is the only reasonably priced option under $500.
The wifi sucks, forget about it unless you're within 20 feet and almost direct line of sight, won't work through stone exterior walls and there's a delay in commands. Assume its just a ethernet PoE+ camera, and for that it works well.
I have it setup to pan 24/7 in the front house, hopefully it doesnt break. Its only been a week, will see what its like in 6 months-1 yr.
The motor is pretty quiet, its noticeable but not annoying or disturbing to ppl on the sidewalk walking by the house.
PS I do have a Foscam C1 as well but its not as good
