Likely the best ever deal on Michelin tires at Costco. Beats not only the commonplace $70 off but also the occasional $70 plus "free" install. This deal is equivalent to $200-$400 off depending on the price of your tires.
The price of ONE of the tires is rebated back automatically in the form of a Costco Cash Card after installation.
Costco did a similar promo for Bridgestone tires on Christmas day but the $70 off did not stack with the 25% off. Good chance that this could be a glitch with this Michelin deal so if you need tires, order now and think later.

You make 3 different points that say the same thing "long wait times, understaffed, take forever". Costco has long been considered on the best places to get your tires replaced and installed. You mention valuing your time as though you have to sit there with your car from the moment you drop it off. To me, this sounds more like you have poor time management skills and less Costco's fault, imo.

Just clicked through and looks like there is a 70 dollar deduction for a set of 4 tires.
