For those asking which AmEx cards qualify...
Amex "cash" cards use reward dollars (not Membership Reward points) and do not qualify.
You need MR cards like EveryDay, EveryDay Pref, Green/Gold/Platinum for this promo.
If you don't see the discount using your MR card, maybe you just don't qualify for promo period.

One time they had the 20% off up to $500 deal, and for some reason it let me do it 3 times. I bought $1500 of Safeway gift cards for $1200 (3x$500 of GC for $400). At Safeway I used those to buy 3 visa gift cards (3x$500) at $5.95 fee for each. Took those gift cards to my post office and got two money orders (1x$1000 1x$500) for $2.90 fee. Deposited back into my bank account for a profit of $279.25 for about 10 minutes of work.
Edit: this is very ymmv. Don't risk it if you can't afford to be stuck with a bunch of Safeway gift cards. Safeway is not supposed to accept gc payment for vgc, and usps is not supposed to accept vgc payment for mo (but both of mine locally don't care).
