Isn't this the guy who wrote Pokemon?
This would be a pretty decent place to start actually. Its much shorter and smaller in scope. Its unrelated to anything that happens in the larger series but has the same general style and feel.
Good read as always from GRRM, but yet still impatiently for The Winds of Winter.

It's a related prequel in that a number of characters are ancestors of characters you encounter in the main series (well, and a sibling of Maester Aemon from the Night's Watch.) It's enjoyable on its own but they're stories and characters that flesh out stories referenced in the main series.

It's good if you at least watched the TV show first but it may not be the best entry point into the overall world.

It's an unrelated prequel. I recommend reading it whether or not you've already read the original series.
