If you want to find out about unlocking:
1) If it's an iPhone from one of them, it can usually be "software" SIM unlocked using R-SIM (it's not a permanent unlock). Just search SD to check the iPhone model that's been posted and see what people posted about R-SIM for it. It's usually been on here already. The Simple Mobile Open Box iPhone 8, 8+ and X were factory unlocked out of the box. That one instance was an anomaly.
2) If it's an Android phone from one of those TracFone brands, type the phone's name (i.e. LG Rebel 4) plus the service name (i.e. Simple Mobile) plus "unlock" into eBay. If there's a way to unlock it, it's very likely going to be there. Takes a few secs to check. If you don't see an unlock method for it listed on eBay, it 99.99% means it can't be unlocked before 12 months of service. The Nexus 6p from Total Wireless a while back was a rare exception.
That's pretty much all a person will ever need to look for when trying to figure out if one of these TracFone branded phones is or can/can't be unlocked.
Give someone a fish vs. teach them how to fish.
The Moto E4 has a better screen, higher capacity battery, a fingerprint sensor, and most likely a better camera and speaker.
Between this and your previous comment asking why someone would ever want to unlock this phone (answer: so it can be used with other carriers), it doesn't sound like phone tech is your forte.
