See the third bullet point. That means, they'll keep the $0.30 cents (like they always did with refunds) and also keep the original 2.9% of the transaction amount they charged originally. This could severely impact small businesses using paypal.

Considering eBay transactions are the only thing I ever use Paypal for, I'll be closing out my account ASAP once eBay's own payment system is online. As far as I know, it doesn't exist yet.
Sounds like eBay said to PayPal "Hey, throw us a bone to help launch our payment system." And PayPal replied "Sure, how about we make our system entirely unpalatable for refunds?"
Wow this totally upsetting and sucks! I can see the backlash paypal will suffer. Chase Pay, Zelle, MasterPass and others will quickly take this opportunity!
