Timberline Cow Compost is cow manure plus humus. Its high organic matter provides plants with nutrients naturally. Cow compost changes marginally performing soil to a rich, fertile soil. It helps break up clay type soil and holds sandy soils together. Timberline Cow Compost is also an excellent soil conditioner. Timberline Cow Compost 40lb
Best way to spread it? I guess throw down by hand?
Use a rake.
Dump in one corner and spread evenly. I would use gloves if you are planning to use hands. Its one bag wont spread much since the compost layer has to be atleast few inches thick for it to be effective. Always mulch on top.
I havent had much success with cow manure (Black Kow brand ), so went with worm compost - its a world of difference. Much taller plants and greater yield.
It is important to note: The title of this thread is Timberline Cow Compost. However, as noted in the photo accompanying this thread the product is more properly title Timberline Cow Manure and (mostly) Compost. It is mostly compost, which means partially decomposed tree bark. It has a hint of manure (stink) but does not seem to be mostly manure sourced compost.

Atleast in DFW area it is 1.47. For all other areas, Walmart deal may be the better one.
