Pretty sure you are wrong as I have done this twice now and never a problem with the rebate..
I bought one last week and applied for the rebate online the next day, and it was approved that same day. I'm just waiting for it to arrive in the mail.
So yes, the rebate fine print says the standard thing about not being able to combine it with other discounts, but apparently you can. Unless Pep Boys changes their mind and starts rejecting rebate submissions in the future.
