error 0x800701b1 a device which does not exist was specified

Everytime I plug a 3.0 usb flash drive into any of my 3.0 ports I get this error. I have the HP ENVY Desktop - 750-114 which has 4 usb ports (2x2.0 & 2x3.0) on the top and the same on the back so 8 ports in all. When I plug a 3.0 flash drive in a 2.0 port no error and it works, but only at 2.0 speeds. I thought it was the flash drive giving me errors so I bought 2 new ones and still the same thing.
Basically I plug the flash drive in and start copying stuff over, it'll get to 1% and give that message and the drive disappears from the computer. I have to unplug that flash drive and put it in another slot and it gives me the scan and fix message.
Thanks if anyone has any answers. I'm trying to clear off my pc now so I can do a complete format and see if that corrects the issue.

Try going to the manufacturer website and download any USB related drivers for your PC model.

That would be the site. You can try reinstalling the drivers. Go to Device manager, find the USB ones, right click, select uninstall. Then reboot and it'll reinstall on the reboot
I have fixed the laptop hdd and the error 0x800.. by just opening file explorer, right click on the drive with error, properties, tools, repair or scan for problems and that will fix the error

Also learn the event viewer also these are the basic trouble shooting tools that will help you resolve the matter. Additionally, when discussing Windows 10 you should also include the Windows build this can be found by just tying winver in a DOS window.
Yo tuve el mismo problema con una Micro SD que la conectaba con un adaptador para puerto USB.. Revise la unidad y corrí el proceso de Reparación, pero no se detectaron errores. Posteriormente cambie la Micro SD a un adaptador para lector de tarjetas SD y se corrigió.
