Hahah that was my dilemma too, but figured maybe I can just use the bucks towards a motherboard or other components since I've still got some parts to go before building.

I don't believe the 3600 is eligible for any of the free games anyway (however the 3600x is eligible for 1 game). The 3600 only comes with the Xbox game pass, which I'm not sure whether purchases via eBay get it. I don't really mind if it doesn't come with it, but can probably reach out to Newegg about it.

I tried really hard to hold off until BF2019, but failed... I think maybe the last gen 2000 CPUs might have pretty massive discounts (R5 2600 already hit a low of $100-120), but not sure about the 3000s. Might be at most $50 off, but probably doubt $100. If they do hit that big of a discount I'm gonna be eating my shoes.
