PSA: Target Now Charging $1 Bag Fee for In-Store Pick-Up Orders?

I just noticed this evening I was being charged a $1.00 "bag fee" when I attempted to order items on the Target app for in-store pick-up. I've never been charged this fee before and was wondering if this is something new? In case it is, I thought I would put the information out there for everyone else. Does anyone have any further information about this? I couldn't find an announcement or additional information online.

I placed one online order yesterday and one today. None of this happened in either case. The $2 charge was never backed out. They charged me $2 even though in the end, I declined all bags and took 0 bags. It's clear that the store doesn't understand how this is supposed to be working, and Target doesn't know what the stores are doing. It's also a terrible process because it requires a lot of manual work from store employees.
This is in CA by the way.
purchased monopoly jr online to pick up at target today. took a screen shot stating that any bag fee would be reimbursed if we did not take a bag upon purchase (which I didn't). The cashier didn't know how to refund it, so they cancelled my order and had me repurchase. BTW, the item was on sale online plus 20% off additional for in store, same day pick up. She matched the online price and additional savings but didn't charge the extra dollar. so much work for a buck but for me its the principle of the whole thing.
I live in the Bay Area. is this done anywhere else other than California???

I am a frequent flyer for Target Drive Up, I'm in California, and YES I am PISSED about this new $1 fee, and I will happily be taking ALL of my business to Amazon Prime now if Target doesn't fix this! I am a shopper who--no matter how many lists I make--will always forget something. It also comes from just being a Mom and well, we parents (and all people, parents or not) often RUN OUT OF THINGS! So I will put in my Target order, and an hour later say, "CRAP! I forgot dish soap." So I will put in a second Target order and eventually pick them all up at the same time. Obviously this is getting costly for me now with their new mandatory $1 bag fee. Or I could, as it says on their app, "change the shipping method."
So you have a $1 bag fee or spend an umpteen amount of money in shipping fees. There is of course the option to get off your lazy butt and pick up your order inside at Customer Service. Since I am partially disabled, I don't utilize this option so I'm not sure if the app still charges you the $1 on Pick Up as well, or of it's solely for Drive Up.
I asked an employee how this works: do I decline the bags with you? Do you punch it into your handy gadget after we sign our name, or what? She said, "I think there's something on the app that lets you click on it to say you declined bags, and then it reimburses your account the $1."
Well I've seen no such option to click on and today has been my 6th go-round to Target Drive Up in just about the last 10 days. (Which means $6 in bags and everyone who pays bills now knows I have an estimated $18-20 a month new debt I will have only for Target bags. That's a lot of money to pay for bags that most often will end up in my bathroom being used for empty rolls of toilet paper, corn-soaked dental floss and used Q Tips. Sorry, planet earth! This wasn't my doing!)
Not once have I seen something on my app that lets me state I declined bags. And even if there was, how crappy is it that we have to wait to be reimbursed our money?
The solution, oh Target Gods, is this: have your mobile app ASK US, just as they do in self check out, how many bags will we need for the items we just ordered, and charge us the same $.10 a bag that every other store in California is charging us. Obviously, ask us this as we are checking out on the mobile app. The employees can bag our stuff in as many bags as we paid for, and they will put the stuff in the cart and into our cars (just as they already do) if we under estimated the number bags we need.
Or else my $200 a month Target habit goes to Prime (since I can't buy refrigerated items through Target Drive Up anyway).
Done.
