1000:1 is pretty standard for a midrange IPS panel. Generally speaking though, VA always easily wins contrast, while IPS easily wins in color. Really high-end IPS displays might hit 1500:1 but low-end VA panels start at 2000:1 and go into the 4000's.

My quick-and-dirty advice is simply:

TN is great for die-hard gamers (high speed but bad color, contrast and angles)
VA is great for movies (high contrast but too slow for gamers)
IPS is great for productivity, artists and generalists (high color depth, gamut and angles)

If you're a bit of everything, IPS is perfect for productivity and scores well enough on speed and contrast to be acceptable for casual gaming or the occasional movie, so you'll see most laptops have IPS.
That "lag" is your computer.. this monitor runs fast if you have proper hardware. Sure, trying to move screens around with a Celeron & 4gb ram might be "felt" ... If you have a computer that can run this you will be happy!

8 ms (typical); 6 ms (gray-to-gray) <--- This is plenty fast....

I have the U2518D monitor and it's excellent for work and light photo editing. 27" might be more convenient for those want text size similar to 1080 at 23"

These are big a beautiful... Slower than dog poop though. If you take a window on desktop and drag it around really quick there is a major "felt" lag.

I am on the fence if I would buy again.
