What's late 2019 mean? Most recent, or no? I'm not an Apple educated person, so excuse my stupid questions, please.
It was released this year so it should have 3yrs or more of iOS updates available to it, however it's based on the Apple a10x processor which is the same generation as the iPhone 8 and iPhone X. Since then the iPhone XS was released with and a11 gen chip and this year the iPhone 11 series with the a12 chips.
The iPad mini uses the a12 chip as well as the iPad Pro series currently out.
Does it matter? Well that's ultimately something that you need to decide based on how you'll use the device. Stuff like Apple Arcade may or may not be as attractive down the road chances are for another $299 they'll have a model that will and you'll still be paying less than the iPad Pro.
Anyway I'm not sure of the value of this one but the price point is right for many!

I used to think that but the build quality on the new ipad 7 is much better than last years. Now that it supports apple keyboard I'm rethinking that position. the 11" is still stupid expensive and there are some concerns about screen flexing. (plus its a year old where the 7 is only a month or two out with $100 discount so less than 1/2 the cost.)
Just pickup one at my local Microcenter. Plenty in stock ( for silver and gold). Space gray is limited. Great price for super sharp screen. 32GB is not enough but will just it for mainly for my streaming service.

I was going to purchase the target deal to replace my air 2 but someone had mentioned that this uses the same processor as the iPhone 7

This is the same processor as in iPhone X. So the time till iPhone X will be supported, it should get updates. Moreover, apple discontinue support for iOS updates based on available RAM not processor version. That is why even iPhone 6s got many updates with such older processor. This 7 gen iPad has 1 gb extra ram ( total 3gb) as compared to last 6th gen iPad and in long run that'll make difference.

Just a correction. The 8 and X has the A11, XS has A12, and all 2019 iPhones have A13.
This iPad has the A10 processor, which was originally featured in the iPhone 7 that came out in 2016. Apple usually supports iOS devices with its newest software updates for about 5 years. If I had to guess, this iPad will get software updates up until 2021.
IMO, this iPad should easily last 4-5+ years of causal use.
