it may be many reasons - actual processing power is effectively multitudes lesser than iPad's. 3GB RAM is not enough for Android. Samsung loads too many non removable apps taht run in the background and slow everything.

32GB is too little for iPad - I recommend buying the 128GB version, or the iPad Air 64GB which is faster, slimmer and the screen is VERY GOOD
Don't bother with Android tablet, unless you specifically want to run Kodi, and want the OLED screen on Samsung S series.

Most things you do such as navigating home screen, running basic apps, etc uses 1-2 cores. Octa-core would be good at doing extremely processing heavy work, such as exporting, running high def games, etc. Typically high count of cores have lower speed per individual core and the samsung skin/android isn't efficient or effective enough to utilize the processor's full capability. iPad has more powerful processor, and the ios is specifically designed to fully utilize the hardware of the ipad.
