so Between the Samsung 970 Evo Plus 500GB for 20 less (with google's $20 discount) and this, would the WD be a better deal due to capacity alone or would the performance boost of the 970 evo+ be more worthwhile in the long run?

This is a SATA III drive.
SATA III caps out at 6 Gbs.

The 970 Evo Plus is a PCIE 3.0 x 4 drive, with speeds of about 3500 MBps read/write, which is about 4-5 times faster than SATA III can theoretically achieve.

Both are M.2 2280 form factor, but use different interfaces.

(So to answer the question - any PCIE 3.0 x 4 drive, if your motherboard can support it, should always beat a SATA III drive.)

FYI, Western Digital Store is still selling the 1TB SN550 NVMe for $99. Amazon is sell this drive for the same price, but it's currently out of stock.
