Bring gift cards from leading consumer brands that still have a balance to a participating Target store, and exchange them for a Target gift card that can be used for online purchases at Target.com or in any Target store.
There is no indication of what value they will give you for your gift cards. Looking at the trade in prices for electronics, I am assuming it would be better selling your gift cards online.
Depends on the card, but you are definitely not getting 1:1. Popular cards will pay 2:3 at best. They do this every year starting in mid December. In the past you had to go to the electronics section and have an employee assist with the process. If you don't like the offer amount you don't have to make the trade in, you can always take your cards up to your local Target and just see what they are willing to pay.
in my experience the best place to sell giftcards are the ones that give instant payback such as amazon gcs or paypal and all of it can be done online. dont bother with mailing them in and waiting weeks.

Yes, selling through Raise, Cardpool, Giftcard Granny, or pretty much any of the other card re-sellers online will net you a better return and they general pay in cash instead of in gift card. But this process is almost certainly quicker. I think Target actually teams up with Cardpool for this promotion.
There are gift card swapping/trading subreddits, and there are often people giving 90% value over paypal or venmo, so that is the best rate of return for gift cards I've seen online. But it's a risk because someone always has to "go first" either sending paypal or giving the gift code. Some users have been trading for years so their reputation on actually paying for your card is vouched by others.

This program is not new and if I recall the exchange rate is horrible. And true, it's always better to sell than to trade unless they give you some insane value (i.e. when Verizon gave you $300 for $10 phones some years ago).
Value of the trade-in depends on the popularity of the GC traded in.
