should I get 20 or 28? using for international travel. how much does the 20 and 28 weigh, it saying its 9.9lbs, but they both can't weigh the same.

Isn't the 20" the maximum size for carry-on luggage? If so anything over 6 lbs just weighs too much as you probably would only have a 15-lb weight limit anyway.
