I was thinking the same thing then I seen this in the exclusions on the sign up page...

I think the Basilisk Ultimate is eligible. It's just the Basilisk v2 that is ineligible.
Why was it a disaster
Website crashes, stuff at 50% off is limited quantity and sells out. You can search razer ces on here and see threads going back several years. They try to appease people by giving new codes and "follow up sales", but most stuff worth while is sold out or sells out in minutes. I mean if there is something you want, give it a try but dont go into with a lot of hope of getting a specific deal and you should be fine.

Agreed that it was a joke. They probably only have 100 or less of each item and sell out within minutes.
A few of their mice are decent, the mamba for example. Just depends what you're after.
