Noise levels are dependent on your CPU/GPU coolers, case fans, and PSU fan. Rather than looking for a case to limit noise, you would be better off choosing components with that goal in mind.
Really it's going to primarily come down to case fans and your GPU. PSU's are largely efficient enough now to passively cool w/o kicking the fan on and any after-market CPU fan should be pretty quiet unless you're overclocking a bunch. Conversely turbine-style GPU coolers sound like jet engines even at lower RPM's and are generally just awful.
Look at your BIOS for fan controls, and maybe benchmark your system while watching load and fan speeds. That should give you an idea as to what is making the most noise.
Its ATX standard. Motherboard would have to be flipped upside down to get windows on opposite side.

I've had a sealed p400 for sale for a million years and nobody even makes offers on it. lol. One time I ahd it sold, but somehow the estimated shipping it listed was wayyyyyy off, something like $25 when it was really $55 or something like that so I had to cancel it. I might as well just throw it in a dumpster when nobody is even willing to pay $30 for it plus shipping. I figured someone close by would get it sicne shipping would be low.

the problem with that is then I get paranoid about crime. I mean I "doubt" a criminal's first idea for a crime involves a pc case, but still. lol. I'm guessing facebook marketplace would be at least a step above craig's list, anyway. ebay is hard to even break even on anything now.
Anyway, reason I am selling is I really don't want a side window and also ended up getting a r6 case. Now both are sitting here unopened. I have to make my final decisions on another ssd and whether or not to use my Samsung b die RAM that isn't on the qvl or buy in to the qvl and get something else.
Phanteks makes some nice cases. The cable management is fantastic, keeping airflow paths clear for cool operation. I have an Enthoo Pro M and just ordered a P400. They're my go-to for cases right now.

True that, but I usually place the desktop on the left, will still keeping an eye on a case that would have see thru panel on the right
