Trickle charging is gooooooood for battery life. The best Panasonic eneloop chargers are not fast chargers.
Like others have said, slower charges are usually better. Slow charging will eek out the max capacity and will allow the batteries to last for more cycles. But, it's not clear if "fast" charging (at up to 800mAh on AA) will any adverse effect on Eneloops. In fact, many of Panasonic's own chargers use 800mAh without any change to the life cycle rating.

The BQ-CC55 is probably Panasonic's best fast charger for around $25:

Better deals can be had when packaged with batteries, like this one for the charger, 8 AA, and 2 AAA for $36. (There's a refurb available and there's also that discount for Amazon warehouse stuff too.)

7 hour charge, isn't that a trickle charge? Can anyone recommend a decent charger for $20 or under and won't take 7 hours to charge a battery?

I've had good experiences with nitecore stuff, 2-3 hour typical charge time on eneloops

This was interesting until people noted that you can't use the USB port AND charge batteries at the same time. It's one or the other.

I have a dozen chargers including the duracall and energizer 15 min blasters. So far all my made in japan are going strong with full life even using the 15 min ones.
