I have a kit that ran 4400 CL 19-19-19-39with XMP profile issue out of the box on my ASRock Phantom Gaing-ITX/AC. Have not tried any manual adjustments or overclocking yet.
Not all motherboards will be able to hit that 4400 speed, you may have to settle for a lower speed. Your motherboard and CPU play a roll also so YMMV.
Buildzoid had good results with this kit, hitting 4174 at CL 12-12-12-28. Though not sure if that's something most of us will try on the daily at 1.5V:

I bought two of these kits at 169.99 less than a week ago. Contacted Newegg and they are sending me a gift card for the difference. Just bought 2 more kits for future builds.
