Yes, it can be easily compared. Thi s10th Gen is just a age old 14 nanometer Comet lake processor, same as 8th Gen with a slight clock speed bump and same crappy UHD 620 Graphics. It is pretty much similar to an i7-8565U.
You need to consider 10th Gen Ice lake CPU like (i5-1035G4 or i7-1067G7) to get better integrated graphics and thermals.

Even it has a pen included. Also for additional $30 you can get a backlit keyboard

Just normal price. You can not compare pavillion 360 with spectra 360.

I bought a HP with a i5, 512G SSD, 15 inch touch screen on Black Friday from Microsoft Store for $399. What an amazing fast beautiful laptop! I got lucky. The nice part is Microsoft has 30 days with free returns.
I've always found their special deals good deals. I got a Surface i5, 125G from them once brand new for $499 when they had a Super Bowl Sunday special sale back in 2014. That surface is still fast, never crashed and just amazing at 6 yrs old. I hope that HP lasts just as long.
