This phone is brand new. A used phone will have battery degradation and other possible issues.
The Verizon versions are Bootloader locked, I know the Sprint Nexiq 5- Sprint Pixel 2 and The Pixel 4 are all unlocked bootloader, I would doubt the Pixel 3 is.
