This can replace a router however if you need physical jacks then you'll also need a switch of some kind.
You replace your current router with these. One of these can be set up as a stand-alone router, but 3 packs will create a "mesh" for your whole house.
There are faster mesh system out there right now and this system is older. Google even has a newer version out right now, but not at this price obviously. Google mesh is very easy to setup, though it lacks finer controls comparing to other competitors if you care about that sort of things, most people don't. For the price, I'd highly recommend these. Paid $300 for 4 packs at Costco 2 years ago and haven't look back

Unfortunately the newer system doesn't have the option of an ethernet backbone, nor does it have full router capabilities. Which may or may not be a good thing depending on need.
edit: to clarify, there is a router option for the news one, depending on the package. they have basic nest WiFi mesh without router capability, but also more expensive version with a router
