400 watts is technically enough, but it would need to be a quality PSU. Check for 8-pin PCIe connector as a bare minimum. My guess is if you aren't sure what's in there, it probably won't cut it.

I've seen videos where total SYSTEM power draws with these cards while GAMING are below 350w even when overclocked. I'd be comfortable using a 450-500 watt with this.
I was looking about reviews on this card and believe it or not, it performs the same as the other 2060 cards that are more expensive with upto 3 fans and featured as GAMING OC cards. The only downside for this card is the fact that it is 1 fan, so it will have higher RPM on the fan to control the temp. That does not matter for anyone who games with the headset on.

Yes, but you might need to upgrade your power supply.
Your motherboard has PCIe 3.0 16x which is the min requirement for this video card along.
