A power outage is what I'd assume would be the primary reason people would buy it.
Anyone smart enough to explain how the bulb determines the difference between turning the light switch off and a power outage? Certainly don't want the battery powered light coming on every time I turn the switch off.
My guess is that the bulb would sense some continuity between the two poles to know the difference. If your power is out, there would still be continuity between due to other electrical devices in your house trying to draw power. If you turn the switch off, it is a complete disconnect, so no continuity on the input circuit.

It doesn't the instructions say that you unscrew the bulb and switch it manual to flashlight mode. There's a physical toggle switch on the bulb

*Edit, whoops that's 1 of 2 functions. There is another function to detect when there's a power failure that you can train the bulb for. looks like it's measurig distance from a switch and if a further away like your fuse box or even outside then it turns on aka in case of a power failure.
