Yup, this looks like a game made with a bunch of pre-built Unity Store assets bundled together and very little gameplay. I wouldn't say using pre-built assets is problematic in and of itself, you can re-texture assets, add animations, add interesting gameplay elements, etc. A one-man or small team can make clever use of them to help tell a story or fill out their game world.
This looks like they used pre-built assets to make something very pretty, but with a minimum amount of actual gameplay programming. I wouldn't be surprised if it just uses the default Unity first-person character controller and a Unity Store dialogue engine as well. I made something similar in college, I just didn't put it up for sale - but after seeing so many of these popping up I am having second thoughts about re-visiting it and throwing it up for sale. Judging from the comments section, claiming this is a 30 minute walking simulator, it sounds like this game is a literal Unity Store asset zoo packaged and resold. That's not to say it might not be pretty to look around in nonetheless. I personally wouldn't dream of giving them any of my money though.
