yes but why would you buy a Z390 board and put a crap CPU in it? Just buy a cheap sub $100 MB for that.
No, but it's cute that you're trying to make fun of extremely common jargon in the industry and pass it off as some sort of "kids these days..." moment.
It's a good mobo. Used it for a build with a 9700k a couple months ago. Pro tip - update your bios first. We had a problem with the Windows installer crashing at random times, took a lot of dumb troubleshooting until we had the brilliant idea to update the BIOS - solved all the problems.

No. The G4560 is only compatible with 100 and 200 series Intel motherboards.

I have this motherboard and have been using it for a little over a year. the only con is that it only has one 8-pin EPS power input for the CPU. Some of the higher end boards have a 8+4 EPS configuration, which is better for getting the i7-9700k and i7-9900K and KS up to 5GHz.

Maybe he's gradually upgrading his rig? As quite a number of people do, especially when they're on a budget

possibly, but most people doing that also don't go for a Z390 board and may be a Z370 or even if not overclocking an H or B board.

I'm not entirely sure but can't you buy an additional 4-pin cable to provide additional power to the CPU?
