There are actually two filaments in a 3-way bulb...say for a 100 watt bulb you would have a 30-watt and a 70-watt filament. The 3-way switch allows each filament to be on separately, and then both at the same time for a total of 100-watts.

No...a 3-way rotary switch needs a specific 3-way bulb. The switch itself does not reduce voltage.
