Standard is a waste of money
There are lots of versions of the FOMM, fallout mod manager, and others might work, but here's the link to the one I used: https://www.nexusmods.c
Separately, if you plan to get texture mods, you may want this program that you put the fallout3.exe into its folder, patch it, then put it back.

So far, I'm using the following mods. Each was downloaded, then added through the package manager button on the fallout mod manager above (then activated, etc). Google or search them on nexus mods for info.
Clean-deluxe goty edition

flora overhaul
megaton lighting
neilmc terrain pack <-big texture pack
tree roots
vandr hd creatures
I tried one called project reality, but I think it changes the lighting of the game in a way that isn't faithful.
Edit: Alt Tabbing from the game in full screen can make it so you have to close the game and get back in, sucks if you don't save all the time. This mod runs in the background, and fakes a fullscreen (you set FOMM to do windowed mode) and so you can alt tab in and out: https://www.nexusmods.c

However, I can't get this to play on Steam + windows 10 no matter what tips, tricks or tutorials I follow.
I bought it on GOG a few weeks back and I've been playing on my windows 10 machine without issue. 30+ hours of fallout bliss.
Get both but get the GOTY editions. FO3 is my personal favorite, but people think New Vegas is more fun. They're both great.

Both are really good.... personally I think
FO3 > FONV > FO4
This released before New Vegas so you can't go wrong with playing this first.

I bought the GOG version awhile back but haven't installed it, but recall their version supposedly works on modern version of Windows.
