How are these refurbs from Walmart? Why are there so many of them?
This is purely anecdotal, but FWIW I purchased a refurbished OLED from Walmart a year or two ago, got the extended warranty and never had to use it. Never had a problem with the TV and it's still running great.

Should I keep holding up for a Q8 or is it not that much better than the Q7?
My personal philosophy is that it isn't worth it to chase the latest and greatest model. There will always be a newer model coming out soon. Just find a good deal and buy it.
