saw this on a friend's non-prime amazon account. my account was not eligible, but a few others we tried were. see attached screenshot.

instructions:
-Enter your e-mail address into the e-mail address field
-go to your mobile phone/tablet, use the link you got in the e-mail to install the amazon app
-sign in to the amazon app with that e-mail address/account
-You will receive a notification for your coupon within 7 days of your first sign-in.
