I'm not sure if you're lighter, but if you've over 200 pounds get a 500 watt scooter. Even if you don't use the top speed, the acceleration is much better. If you're ever coming from a dead stop at the bottom of a hill, you'll want a bit more torque.
Nanrobot Electric scooter X4 500W with the seat is my favorite. I'm tall so I don't like the high center of gravity and bending knees hurts after a mile or two. Sure, it might look dumb, but let me sit.

I think under 16 mph is the max for most areas, right?

25 mph on a scooter sounds suicidal to me.
I'm not saying anyone needs that, just that they're available. I limit mine to 14mph, even though 21 is its peak.
