Is this the type of game that limits my ability with a budget? I've been interested in this where I make the tracks loop 100 times or something to spin and simulate 100x Earth's gravity where none of the riders survive at all.

Your title is very misleading. Reads that the DLC is included. You might want to erase the DLC because it's not included in the price.

There are different modes, they have a sandbox mode where you have unlimited funds and just build, another mode where you try to run it like a business. Regardless though you are able to build deadly rides but usually just deadly roller coasters. It's a fantastic game, highly recommended.
